A Core 2 Duo won't even play a youtube 1080p video stutter free, let alone a 4k one.

That is probably the crappiest PC they could find to test this on.

And the people that still use one, obviously don't care about 'new' releases enough to even be aware of a remaster. There is also no need to go out of your way to support such legacy hardware, since 99.9% of people interested in 'new games' is not going to own a 15 year old PC. They probably just used some piece of code or graphics API, that will simply not run without an extended instruction set, that is around since about the Core2Duo E4600.
